TERRORISM AND IT'S SOCIO-ECONOMIC IMPLICATION ON THE DEVELOPMENT OF BORNO STATE

Background of the study

Terrorism and insurgency have become household terms across the globe, since no nation is immune to their consequences. This is why, according to Rubenstein (2017), war, terrorism, and other forms of international political violence are today more deadly than they have ever been in many ways, since civilian fatalities have increased. It is, however, difficult to give the term "terrorism" a specific connotation. The issue originates from a lack of consensus or a shared understanding of what constitutes a terrorist strike across nations or scholars (Okafor, 2016).

As a consequence, depending on who is advocating whose point of view, terrorism has been labeled as a tactic and a strategy; a crime and a holy responsibility; a reasonable reaction to oppression and an abominable monstrosity (Adejumobi, 2015). Terrorism and insurgency have appeared all throughout the world, particularly in Africa and Nigeria. The problem has expressed itself in Nigeria with the rise of the Boko Haram insurgency (2001-date).

Since its start, the sectarian insurgency has inflicted devastation on the nation, mainly by "using bombs and guns with gory, lethal" results (Adejumobi, 2015). The rising frequency of terrorist strikes throughout the country, with unfavorable effects for the economy and progress of the country. Since 2013, the Nigerian government has set aside a significant sum of money for security, and the National Assembly passed the Anti-Terrorism Act in 2011 to address the threat to national security and combat growing crime waves (Adejumobi, 2015).

Despite these efforts, Nigeria's level of terrorism and instability remains high, as seen by the country's low ranking on the Global Peace Index (GPI, 2015). Despite the many security measures put in place to address Nigeria's massive challenges of terrorism and insecurity, the government's efforts have not delivered the desired results.

As a consequence, Nigeria's government has lately asked foreign assistance from countries such as the United States, Israel, and the European Union in order to combat rising terrorism and instability (Adejumobi, 2015). Despite the country's deteriorating security situation, Nigeria has massive developmental challenges that pose a substantial threat to socioeconomic progress. endemic rural and urban poverty, high unemployment, debilitating youth unemployment, low industrial output, unstable and deteriorating exchange rates, high inflation, inadequate physical and social infrastructure, very large domestic debt, and rising stock of external debt are just a few of the developmental challenges (Adejumobi, 2015).

Security, according to some academics, is defined as the absence of threats to a country's peace, stability, national cohesiveness, political, and socioeconomic goals (Ibegbu, 2019). As a result, the current literature agrees that national cohesiveness, peace, and long-term prosperity are all dependent on security. As a result, national security is clearly a must-have for any country's economic growth and development (Omotola, 2018).

We shall be able to create a connection between terrorism and Nigeria's socio economy and development by examining the idea of the Nigerian economy. The economy is defined as a country's or region's wealth and resources, particularly in terms of population and consumption of products and services. It refers to the entire network of product and service producers, distributors, and consumers in a local, regional, or national community, such as a local, regional, or national community.   Meanwhile, the Nigerian economy has been severely harmed as a result of the rebels' actions, particularly in the north. Farmers in the northern portion of the nation (Borno, Yobe, and Bauchi) who mostly participate in subsistence farming no longer feel secure going about their agricultural operations, resulting in an increase in the incidence of food insecurity in that region. This has also led to the massive breakage in the development of these states as the little infrastructure, business, industries are been disturbed by terrorist activity.

1.2 Statement of the problem

The Boko Haram insurgency has introduced a previously unknown terrorist element to Nigeria's criminal landscape. The organization has carried out a number of bombings and kidnappings of innocent people. The United Nations Building in Abuja was not spared in the bombing spree (Adesoji, 2015).

Terrorism has a significant economic impact on both wealthy and poor countries. Terrorism's economic impact will inevitably be felt more strongly in low-income monocultural nations than in highly developed, diversified industrial economies. As a result, if the country's terrorist issue is not handled, it might result in greater investor apathy and a drop in FDI inflows, prompting institutional investors to look for more stable nations to invest in.

People's willingness to invest, acquire, or rent investment items lowers when they are worried about the state of the nation; as a result, any country that emanates an environment of insecurity naturally repels investment efforts from both foreign and local investors (Cilliers,2016). As a result, terrorism is a threat to a country's socioeconomic, political, and social security, as well as a major factor in underdevelopment, because it discourages both domestic and foreign investment, lowers quality of life, destroys human and social capital, and damages citizen-state relationships, undermining democracy, rule of law, and the country's ability to promote development (Okafor, 2016). On this point, the purpose of this research is to look at terrorism and it's socio-economic implication on the development of Borno state.
